Does higher education need a new paradigm to serve Australia's needs in the Transformative Age? We have entered the Transformative Age and, much like the Industrial Revolution before it, we can expect fundamental shifts in how we live, work and learn. External disruptive forces over which university stakeholders have limited control will shape the future of higher education in Australia. Our report explores four divergent views of the higher education landscape in 2030 and provides insights to how universities need to transform themselves to serve a changing society and a profoundly changed world.

This chapter considers the changing relevance of the concept of ‘beruf’, which denotes a person’s occupational identity, status and capacity and which is at the centre of the German vocational education and training (VET) system. While the dual system has been credited for the generally high skills level and productivity in Germany, whether it is able to respond adequately to structural changes in the economy and the organisation of work, as well as to demographic developments and whether the qualifications produced are meeting emerging demands has been a topic of debate for some time. Tensions arising out of these changes have put the ‘beruf’ concept under pressure, pulling VET in the direction of academic education (knowledge) on the one hand, and towards more training for employability (skills) on the other. This chapter addresses the following questions: What is the significance of initial VET in the entire system? What is the meaning of ‘beruf’ as the organising principle of German VET? What are the specific features of an ‘ausbildungsberuf’, the main qualification type of the German qualification system? How are the qualifications of the dual system used in the labour market? What are the main challenges for the ‘beruf’ as the governing principle of VET from the labour market and educational point of view and how does the system react to these? What might be the impact of the European Qualifications Framework (EQF) on national developments? Show less

This article aims to analyze vocational education and training [VET] in Europe and to model mechanisms of educational and vocational choice. First, we expose the differences between VET approaches in Europe. Secondly, a sociological analysis is provided. When VET systems were first created, aspects such as work culture or diverging political concerns led to different responses in the various countries. Thirdly, we present a psychological approach of the educational and vocational choice which draws on a process where profession images are compared with one's own self-image. Finally, we present an integrated explanatory model of the vocational choice, based on sociological and psychological dimensions. In conclusion, we propose several plans of action in order to support and inform students regarding educational choice and to improve valorization of the VET track.

According to the official education policy, Finland has for years been aiming at becoming a leading high-tech country in the world and the ‘European laboratory of knowledge society’. However, not so long ago Finland shared many of the features of the later ‘third world countries’ in comparison to the centres of Europe. What made it different as a periphery, or has the context of being a centre or periphery transformed in favour of Finland? The article questions the transforming meanings of centre and periphery and the methodological and political implications to development of historically and culturally more sensitive research on vocational education, conceived as a co-constitutor of centres and peripheries.

The major goal of the education and training system in Cyprus is to create an integrated continuum of early childhood education, pre-primary education, primary education, secondary general and secondary technical and vocational education. The Government of the Republic of Cyprus has initiated an ambitious educational reform program, inviting dialogue among all stakeholders, including political parties, teachers' unions, parents' associations, and associations of students, with a view to turning into reality a vision of a better and more modern educational system that would meet the needs and challenges of the 21st century. This initiative was launched in January 2005. This interim report describes the progress that has been made so far in implementing the program developed in 2005. Show less

This Industry Training Federation (ITF) 20th anniversary publication documents the development of New Zealand's industry-led system of work-based learning and apprenticeships. The story, presented from the perspective of past and present stakeholders, relates three decades of history and the challenges and opportunities that lie ahead. The report draws attention to the call to 'bring back apprenticeships', not just in New Zealand but internationally; a response to the sense that apprenticeships were a good thing that somehow got lost. This realisation is manifested in deliberate policy efforts to revitalise and increase the number of apprenticeships and work-based learning in general.

Cedefop launched thematic country reviews (TCRs) to support the European Alliance for Apprenticeships. Between May 2014 and May 2015, Cedefop piloted TCRs on apprenticeships in two volunteer countries, Lithuania and Malta. In 2015-16 three more volunteer countries (Greece, Italy, and Slovenia) will benefit from the review. The Maltese government considers apprenticeship as an excellent transition between the world of education and the world of employment and takes the view that apprenticeship should be the product of solid partnerships between vocational education and training (VET) institutions, labour market, and civil society. One of the reasons why the Maltese government engaged in the review is that Malta is currently experiencing a problem in supplying enough skilled workers to the labour market.
This is the final report of the TCR on apprenticeships in Malta. It is largely based on information collected from stakeholders and includes areas for future reforms and suggestions for action. Malta will decide whether and how these would be taken forward. This report is the result of cooperation between Cedefop and the Maltese steering group, coordinated by the Ministry of Education and Employment. The report is organised as follows: (1) chapter two is an overview of the methodology applied both in Malta and in Lithuania; (2) chapter three sets the country's socioeconomic and VET context; (3) chapter four contains information on the state-of-play of the apprenticeship system, including strengths and weaknesses and the main issues related to participation by companies and learners; apart from the description of the apprenticeship system which relies on desk research, all the other information in this chapter comes from the interviews with the different stakeholders; and (4) chapter five includes the areas of interventions and suggestions for action, formulated by the authors based on information presented in chapter four.

This is a regional report presenting the conclusions of the 2014 Torino Process within the four participating central Asian republics. This regional report builds on the basis of the Torino Process reports and analyses prepared with [European Training Foundation] ETF support for Uzbekistan, Tajikistan, Kyrgyzstan and Kazakhstan. Publically available evidence and information on education for the region is drawn upon for the report, particularly from the Education Sector Plan prepared since 2012 in each of the countries and from World Bank data series. The 2014 Torino Process reports the direction and content of reform and also outlines the progress achieved in [vocational education and training] VET since the beginning of the Torino Process in 2010. The report also includes a list of the focus areas for each country and a summary of progress.

In 2012, the G20 Labor and Employment Ministers gave significant attention to apprenticeships and called for sharing of experience in the design and implementation of apprenticeship programs. This high level international interest was also reflected in discussions of tripartite constituents at the 2012 International Labour Conference's committee on youth employment, which called for the promotion of quality apprenticeships, including in developing countries. In this context, the ILO and World Bank in 2012 jointly conducted a study to review international experience in apprenticeships and identify good practice principles based on the cross-country analysis. This report contains case studies on 11 countries' apprenticeship systems, a cross-case analysis and the development of a framework for a model apprenticeship system. Show less

For the past 20 years, researchers worldwide have shared a consensus that tracking leads to failure in school. But educational systems continue to use this practice for many reasons. One argument used to support the practice is that students who enter the vocational track early in their careers tend to enter the labour market more quickly. Data show, however, that when these people are in their 40s, they become the most vulnerable to poverty, especially during periods of economic recession. In addition to moving towards more comprehensive educational systems as the best long-term way to improve the chances of all future adults, our research demonstrates that schools can play a key role in preventing and reversing the risk of unemployment and poverty of low educated youth. The INCLUD-ED project has analysed effective actions in eight European countries (Slovenia, United Kingdom, Italy, Austria, Romania, Belgium, Finland, and Spain) that respond to the educational needs of those who have experienced tracking. These effective alternatives are vocational programmes that include an academic-type of curriculum and allow students to move to higher education, as well as adult education programmes in schools which meet families' training needs, improving their opportunities in the labour market.
